The first penalty Japan's privacy regulator can impose on its own was enacted in July 2026. It applies to 4 kinds of violation and charges a company only what it gained, so a breach caused by careless security goes unpunished.

Japanese services routinely ask for personal information they have no use for: a login to unsubscribe, an email address for station Wi-Fi, a birthday on a signup form. A company that collects data it does not need is still responsible for protecting it, and losing it is negligence.

In 2024 GMO's own security specialists warned about weaknesses in the service that was later breached, and nothing changed. In Japan that is what you would expect, given who holds authority over technology and what engineers are paid.

GMO Internet, a major Japanese internet group, was told by its own security company in April 2024 that one of its services had security weaknesses. In 2026, attackers got into that service, could reach up to 26,739 customer machines, and had 76 days inside before anyone at GMO noticed.
